署名 of １ミリシーベルトの約束

子ども全国ネットでは、この要望について多くの声を集めて届けるために、
change.org でのネット署名に取り組んでいます。
安倍総理大臣および根本復興大臣に宛てて提出したいと思います。
ツイッターやフェイスブックの子ども全国ネットのアカウントからも呼びかけています。

「1ミリシーベルトの約束」

　1ミリシーベルトは、日本政府がしたがう国際機関ICRPの「平常時1年間の公衆の追加被ばく限度」です。
それは、原子力発電をおこなう上で、人々を放射線による被ばくから守るための約束。
外部被ばく、内部被ばくを合わせて1ミリシーベルト以内に、というのが世界の基準です。
すでに、東電福島第一原発の事故から2年たちました。悲しいことですが、広い範囲が汚染されてしまいました。
これから10年20年とつづく、この環境の中、わたしたちは、この基準が守られることを望みます。
1ミリシーベルトが守るもの、それはこの子立ちの未来なのだと、わたしたちは考えます。

　日本政府が準拠しているICRPの勧告では、自然放射線に加えて、人工放射線による追加被ばくの限度としているのが、
年間「1ミリシーベルト」。
チェルノブイリ事故後につくられた法律でも、1ミリシーベルト以上の地域は「移住の権利区域」と呼ばれ、
国の支援のもとに移住できることになりました。
さらに、年間1ミリシーベルト以下でも、胎児や子どもを中心に、がんをふくめた、さまざまな病気など、
健康への影響を受けるリスクがあるとされています。

　そこで、日本で2012年6月に成立した「原発事故子ども・被災者支援法」では、
「放射線が人の健康に及ぼす危険について科学的に十分に解明されていない」からこそ、
避難や移住を選ぶ人も、住みつづける人も、もといた場所へもどる人も、どの人も、
国の責任で必要な生活支援を受けることができる、と認められました。

ところが、日本各地に広がった放射能汚染は「1ミリシーベルト」の基準を大きく超えたまま。
除染をしても大きな効果はなく、子どもを含めた多くの人たちが、そこで生活し続けています。
とくに事故直後、国が規準を大きく上げたために、本来なら飲食も出来ない「放射線管理区域」に
あたるような地域にも何十万人という子どもたちがいます。
自主的に避難しても、生活も成り立たず、危険がわかりながらも帰る人もふえてきました。

　この日本で、多くの人たちが健康や将来への不安のなかで苦しんでいるのです。
被ばくの限度、年間「１ミリシーベルト」を守るために、移住、保養、健診、食品の測定など、あらゆる支援が必要です。

さらに、2020年には東京オリンピックが開かれることになりました。
国が責任もって事故対応にあたると宣言した以上、この被ばく対策についても、
少なくても世界基準でとりくんでいく必要があります。　

　この子たちの未来を守るために、今いちど「1ミリシーベルトの約束」を国に求めていきませんか。

Since we won the Olympic bid , thank you now to be responsible and to adjust the radiation exposure limits to international standards. Japanese government agreed the limits set by the ICRP (INTERNATIONAL COMMISSION ON RADIOLOGICAL PROTECTION ) at " 1 mSv " / year Set up after Chernobyl accident this standard was considered as the limit for people evacuation . But today , many children and their families go on living above 1msv/year areas, even after decontamination , without anything being done. This limit was even raised. (up to 20 mSv with recommendations of half an hour per day outside for small children last year)

If Japan , claims to host the Olympics , he must not forget that there are people who are suffering and hopeless about their future and their health problems due to radiation Do not enjoy this festival atmosphère and stifle their voices . You must comply with this limit of 1msv/year and let immigrate population, provide them medical care, make measurements of radioactivity in food and give all necessary support to live decently . ( Cardiac , respiratory hematologic diseases emerged last year among children. This is denied by the government, which only recognizes the eventuality of thyroid problems which are currently the only recognized examinations )
To protect these children, we continue to ask through legal means ( as we did last year ) the promise to apply the threshold of 1 mSv / year . And we are more determined than ever since Japan won the Olympic Games. The country must take its responsibilities towards the Japanese people who live above an exposition of 1msv/year .

dosimètre qui ne les quitte pas et qui mesure les doses cumulées à l'année.

Puisque nous avons remporté la candidature des Jeux olympiques , merci maintenant d'adapter les doses limites d'exposition aux radiations aux normes internationales .
Le gouvernement japonais se dit en conformité avec les limites fixées par l'ICPR( INTERNATIONAL COMMISSION ON RADIOLOGICAL PROTECTION) avec comme seuil d'exposition "1 mSv"/an . Cette norme établie après l'accident de Tchernobyl était considérée comme la limite donnant droit à une évacuation avec subventions de l'Etat.
Mais aujourd'hui , de nombreux enfants et leur famille continuent à vivre dans des zônes bien supérieures à 1msv/an, même après décontamination, sans que rien ne soit fait. Pire , le seuil fixé a même été relevé. (jusqu'à 20msv avec des recommandations de ne faire sortir les enfants en bas age qu'une demi heure par jour pour certaines zônes l'an dernier)

Si le Japon, prétend accueillir les Jeux olympiques, qu'il n'oublie pas qu'il y a des gens qui souffrent et sont désespérés face à l'avenir et à leurs problèmes de santé liés aux radiations
Ne profitez pas de cette atmosphère de festival, pour étouffer leur voix.
Vous devez respecter cette limite de 1msv/an et faire immigrer la population, lui prodiguer un suivi médical, faire des mesures de radioactivité de la nourriture ainsi que lui donner tout support nécessaire pour vivre décemment. ( les pathologies cardiaques, respiratoires, hématologiques apparues dès l'an dernier, chez les enfants, sont niées par l'Etat, qui ne reconnait que l'éventualité de problèmes thyroïdiens qui seuls font l'objet d'examens reconnus)

Afin de protéger l'avenir de ces enfants, nous continuerons à exiger par voie légale (comme nous l'avons fait depuis un an) la promesse d'appliquer le seuil de 1 msv/an. Et nous sommes plus que jamais déterminés puisque le Japon a remporté les Jeux Olympiques.
Le pays doit prendre ses responsabilités vis à vis des japonais qui vivent au dessus d'une exposition de 1msv/an.
